TPSF Programs and Enterprise Development Department

The Programs and Enterprise Development Department is one of the key directorates established at TPSF as part of its sustainability strategy. Its primary goal is to capacitate businesses and promote interprise growth while generating income through sourcing, managing, and executing projects that align with TPSF’s mandate.

This department focuses on implementing the organisation’s core mandate of policy advocacy and also supports TPSF members through various capacity-building programs. Over the years, the department has successfully implemented a range of projects, contributing significantly to the development of the private sector in Tanzania.

Since the establishment of TPSF, several impactful projects have been carried out. These include:

  • Block Grant on Policy Advocacy under BEST Dialogue (2015–2019), funded by DANIDA.
  • Development of MSMEs Information Portal (2015–2017), funded by Financial Sector Deepening Trust (FSDT).
  • Local Investment Climate (LIC) (2015 to date), also funded by DANIDA.
  • Awareness Creation and Participation of Tanzania’s Private Sector in EAC (2012–2016), supported by Trademark East Africa (TMEA).
  • Increased Awareness of Environmental Protection, Biodiversity, and Prudent Use of Tanzania’s Natural Resources (2019), funded by USAID-PROTECT.
  • Matching Grants (2007–2011), funded by the World Bank.
  • Business Development Gateway (2007–2011), supported by the World Bank.
  • Cluster Competitiveness Program (2007–2011), funded by the World Bank.
  • Education and Skills for Productive Jobs (ESPJ) – Establishment of Sector Skills Councils (SSCs) (2018 to date), supported by the World Bank through the Ministry of Education, Science and Technology (MoEST).
  • Financing Public-Private Dialogue for Trade & Investment (2019), funded by Trademark East Africa (TMEA).
  • Promoting Youth Employment through Agricultural Mechanization in Morogoro Region (2019), supported by Tanzania Education Authority and the World Bank.
  • Support for Sector Skills Councils (2020), funded by the Swiss Development Corporation (SDC).
  • Africa Franchising Accelerator Project (AFRAP) (2021–2025), supported by the Africa Development Bank (AfDB).
  • USAID-Tuhifadhi Maliasili Project (2022/23) and its Cost Extension (2023/24), both funded by USAID.
